Description
Children would collect stamps to purchase a War Savings Certificate. This money would be lent to the government to fund military expenses during World War II. A completed pass book would have a value of $4 and could be exchanged for a War Savings Certificate with a value of $5. The government would return the $4 with interest after a period of 7.5 years to become the full value of $5. These pass books would be distributed by elementary schools.
