Part of a postage meter seal kit. A business would bring their meter in when they'd used up the postage they had purchased. We would cut off the wire seal…add the postage...a strict ledger was kept of the figures...they had to balance. Then we'd use the wire to secure setting and use that seal plier to squeeze  the wire end into the  thicker lead end of the wire. The meter could only be filled at the PO where is was registered and we had to seize and report the meter to security and investigations if the seal was broken or the ledger didn't balance....that would mean postage had been “stolen”. By metered postage I'm talking about the amount printed on an envelope with address of the business and meter registration number. That seal plier had to be locked in the vault at night. Each PO had a seal with their name. The meter opened to reveal numbers set on "wheels" so set the wheels to add on the amount of postage purchased. Then shut the lid and the wire went through 2 holes to hold it closed and sealed.
